Adult educators have never really discussed this in any depth, often having only an intuitive definition of the concept. Lawson (1975: 33–41) has provided perhaps the best analysis of need in the adult education literature and even he is forced to define it in terms of a deficiency that can be remedied by an THEORIES OF THE STATE AND ADULT EDUCATION 29 educational process, which is problematic in the light of the fact that nobody is omniscient!
